Since its inception in 2010, the Network for Public Health Law has aligned with federal, state, tribal, and local public health practitioners to assess how law can promote and protect the public’s health. In 2013, Network authors illustrated major trends in public health laws and policies emanating from an internal assessment of thousands of requests for technical assistance nationally. More recently, the Robert Wood Johnson Foundation has invited the Network and other partners to consider new ideas and strategies toward building (...) a “culture of health.” Per Figure 1, RWJF’s conception of a culture of health emphasizes key action areas essential to the promotion of health across all sectors and diverse populations. Public health law research reveals significant complexities underlying the use of law as an effective tool to improve health outcomes across populations. The challenges of applying public health law in practice are no easier. Attorneys, public health officials, and diverse partners in the public and private sectors collaborate on the front lines to forge pathways to advance population health through law. Meeting this objective amidst competing interests requires strong practice skills to shift through sensitive and sometimes urgent calls for action (...) to address known threats to the health of individuals and the community. Mission-oriented climate change research is often unverifiable. Therefore, many stakeholders look to peer-reviewed climate change research for trustworthy information about deeply uncertain and impactful phenomena. This is because peer-review signals that research has been vetted for scientific standards like reproducibility and replicability. Here we evaluate the transparency of research methodologies in mission-oriented computational climate research. We find that only five percent of our sample meets the minimal standard of fully open data and code required for reproducibility and replicability. The widespread (...) lack of minimal openness standards in peer-reviewed climate change research jeopardizes scientific credibility and risks poor societal outcomes as we manage growing climate risks. This essay examines various intellectual affinities between Dewey and Baldwin, including their pragmatic and tragic conceptions of history. I argue in the first section that Dewey’s attention to the precarious dimensions of experience and his critique of dominant modes of inquiry that prioritize the stable over the precarious pay insufficient attention to race, though this focus on the precarious over the stable aspects of experience is enough to show that pragmatism does acknowledge the tragic dimension. The subsequent section argues that (...) this insufficiency might be rectified through a reading of Baldwin’s work. While Dewey and Baldwin both acknowledge that existence is finite and precarious, Baldwin shows that racism and the promotion of white identity is essentially an attempt to disavow the precariousness of existence. Baldwin’s writings should supplement Dewey’s theory of experience and his account of history because we find in them an acknowledgement of the deep institutional roots of racial oppression and various forms of resistance to this oppression as a key dimension of American history. For those who subscribe to a pro-Black political ideology, like that of Pan-Africanism or Black Nationalism, is there a specific moral obligation between Black agents to protect one another against intersectional/multidimensional oppressions? Africana people are often subjugated to other forms of domination outside of anti-Black racism exclusively. When examining offenses against Black women, queer Black people, poor Black people, etc., both Black Nationalist and Pan-Africanist ethics suggest a moral obligation of protection to all Africana people, but there are varying ways (...) that obligation is explicated. In this argument, I assert that Amílcar Cabral’s text Resistance and Decolonization provides a critical framework for the ways in which disenfranchised, Africana people should be advocated for by their Africana counterparts that take Black collectivity seriously. This argument, as a starting point, conceptualizes Africana people defending one another as a form of decolonization, and it describes four dimensions of moral obligation for defense both within and outside of Black communities: political, economic, cultural, and armed defense. Moreover, he devoted a great deal of philosophical attention to the nature of scientific knowledge. How then do his philosophical reflections on scientific knowledge impact his actual scientific inquiries? In this book James Lennox sets out to answer this question. Arcadi offers a constructive proposal for understanding Christ's presence in the Eucharist that draws on contemporary conceptual resources and is faithful to the history of interpretation. He locates his proposal along a spectrum of Eucharistic theories. Arcadi explores the motif of God's presence related to divine omnipresence and special (...) presence in holy places, which undergirds a biblical-theological proposal concerning Christ's presence. Utilizing recent work in speech-act theory, Arcadi probes the acts of consecration and renaming in their biblical and liturgical contexts. Rather than representing a break with his earlier philosophical undertakings, The Birth of Tragedy can be seen as continuous with them and Nietzsche's later works. James Porter argues that Nietzsche's argumentative and writerly strategies resemble his earlier writings on philology in his 'staging' of meaning rather than in his advocacy of various positions. The derivation of the Dionysian from the Apollinian, and the interest in the atomistic challenges to Platonism, are anticipated in earlier works. Also the theory of the (...) all-too-human subject is a thread that runs throughout Nietzsche's oeuvre, critically undoing what his philosophy appears to erect, confirming that Nietzsche is a most unreliable witness to his own meaning. As well as studying the relation of The Birth of Tragedy to later writings, the author examines it on its own terms as a self-standing and complete piece of imagining, with close regard to the self-presentation of the work itself. Over two decades have passed since the publication of van Gelder's (1998) “dynamical hypothesis.” In that paper, van Gelder proposed that cognitive agents were not digital computers—per the representational computational approach—but dynamical systems. The evolution of the dynamical hypothesis was driven by parallel advances in three areas. Theoretically, a deeper understanding of genetics, biology, neuroscience, and cognitive science inspired questions about how systems within each domain dynamically interact and extend their effects across spatiotemporal scales. Methodologically, more sophisticated and domain-general tools (...) allowed researchers to discover, model, and quantify system dynamics, structure, and patterns across multiple scales to generate a more comprehensive system-level understanding of behaviors. Empirically, we can analyze a system's behavior while preserving its natural dynamics, revealing evidence that the reductionist approach leads to an incomplete understanding of the components and the overall system. Researchers have traditionally reduced a complex system into its component processes and assumed that the parts can be recombined to explain the whole. These three advances fundamentally altered our understanding of a “cognitive agent:” How their behaviors are driven by long-range coordination across multiple processes, how the interdependent and nested structure of interacting variables produces behaviors that are greater than the sum of its parts, and how environmental constraints shape adaptive yet stable behavioral patterns. In this paper, we set out what we see as a novel, and very promising, approach to resolving a number of the familiar linguistic puzzles that provide philosophy of language with much of its subject matter. The approach we promote postulates semantic pretense at work where these puzzles arise. We begin by briefly cataloging the relevant dilemmas. Then, after introducing the pretense approach, we indicate how it promises to handle these putatively intractable problems. We then consider a number of objections (...) to pretense views, taking this as an opportunity to provide more detailed explanation of what a pretense account amounts to, what the pretense approach commits us to, and why it is a promising approach in philosophy of language. In this paper I argue for a computational theory of thinking that does not eliminate the mind. In doing so, I will defend computationalism against the arguments of John Searle and James Fetzer, and briefly respond to other common criticisms.

This paper attempts to examine some of Rorty’s recent writings on religious beliefs. Two claims stand at the core of these texts: (1) that religious beliefs are “private projects” and (2) that those who maintain such beliefs are not intellectually responsible for them because of their essentially private character. Other commentators on Rorty have challenged one or the other of these claims by utilizing resources outside the pragmatic tradition. But since Rorty typically allies himself with this tradition, I try to (...) examine both claims by employing the writings of two classical pragmatists, i.e., William James and John Dewey. I argue that neither James nor Dewey would accept the claims that stand at the core of Rorty’s view with respect to religious beliefs. In effect, Rorty’s thinking on religious beliefs marks a significant departure from his pragmatic forebears, even though he employs them (especially Dewey) to bolster his own position. (shrink)

Christian tradition has largely held three affirmations on the resurrection of the physical body. Firstly, that bodily resurrection is not a superfluous hope of afterlife. Secondly, there is immediate post-mortem existence in Paradise. Finally, there is numerical identity between pre-mortem and post-resurrection human beings. The same tradition also largely adheres to a robust doctrine of The Intermediate State, a paradisiacal disembodied state of existence following the biological death of a human being. Reviewing works by James Alison, Alistair McFadyen, Andrew Sung Park, Ted Peters, and Solomon Schimmel, the author suggests that the status and function of the discourse/doctrine of sin highlight tensions between theology and ethics in ways that suggest the character, limits, and promise of religious ethics. This literature commends attention to sin-talk because it helps religious ethicists to render more adequately the dynamics of human agency, sociality, and culture and because it raises questions about the nature and task of (...) theology, faith, and morality. A timely and accessible synthesis of the strengths, weaknesses and reality of science through the eyes of a practicing scientist.

This paper makes use of recent empirical results, mainly from experimental economics, to expore the conditions under which people will cooperate and to assess competing explantions of this cooperation. It is argued that the evidence supports the claim that people differ in type, with some being conditional cooperators and others being motivated by more or less sophisticated forms of self-interest. Stable cooperation requires, among other things, rules and institutions that protect conditional cooperators from myopically self-interested types. Additional empirical features of (...) the behavior of conditional cooperators also imply that rules and institutions are required to produce stable cooperation. (shrink)

The current mechanisms and agents of humanitarian intervention are inadequate. As the crisis in Darfur has highlighted, the international community lacks both the willingness to undertake humanitarian intervention and the ability to do so legitimately. This article considers a cosmopolitan solution to these problems: the creation of a standing army for the United Nations. There have been a number of proposals for such a force, including many recently. However, they contain two central flaws: the force proposed would be, firstly, too (...) small and, secondly, too dependent on major states. Accordingly, I argue that, to be a substantial improvement on the current situation, such a force would need to be, firstly, much larger and, secondly, in the hands of cosmopolitan democratic institutions. This two-part solution would solve the problems faced by current interveners, but is unlikely to be realised soon. Accordingly, I argue that our immediate efforts should instead be concentrated on improving regional organisations' ability to intervene. (shrink)
